interesting post though my opinion differs just a bit.
The practice of jhum has become the subject of debate amongst foresters, ecologists, economists and policy makers for many years. The main contention is that jhum could be regarded as the main cause for land degradation in the hills. On the other hand, some scholars argue that the condemnation of jhum cultivation and its effect on ecology represents an almost unanimous consensus, unfair and unrealistic. It is argued that practice of jhum cultivation may increase biodiversity.
The government is in favour of replacing jhumming system with various alternative methods. A number of policies such as horticulture, terracing, and small-scale industries under NLUP scheme were introduced. Between 1990 and 1996, the government spent over Rs 132 crores to 41,000 beneficiaries. Despite these efforts, the practice of jhum agriculture remains more or less the same. A new discourse on jhum was brought out - how commercial tree plantations, fuel wood and logging for timber extraction can also have negative impacts on biodiversity which were almost silent in the previous discourse. Influx of immigrants from neighbouring Burma, Tripura and Bangladesh was emphasised. The early argument on the effect of population pressure is contested on the ground that there is often no strong relationship between population pressure and jhum cycles. Some scholars are worry on how abandoning jhum system may disrupt the society as jhum is a way of life to local people. Moreover, alternative systems introduced by the government are not always accepted by the local people. Hence, at the community level jhum should be modified gradually, step-by-step to make it environmentally sustainable. However, most scholars overlooked the transfer from subsistent jhum system to “marketization of the jhum system”.
